Why can't we speak the truth ...

He described Monday's strike as "very deliberate" and said forces tried to use caution to avoid hitting civilians.
It is impossible to bomb a house in a populated area and then believably suggest that you tried to avoid hitting civilians.

There are only a few options. One might be that you think such an attack was warranted because of extreme circumstances (that you should be able to verbalize) even though there was a high probability that civilians would be hurt or killed and no guarantee that the supposed target was even there and if there would be killed or hurt. Another option might be that you just don't care who you kill or just let die (as is obviously the case with Bush and most of his administration).

When we do it it is justice or spreading democracy or patriotic or good TV or whatever; when they do it is terrorism.
terrorism |ˈterəˌrizəm|
noun
the use of violence and intimidation in the pursuit of political aims.
